That is one possibility. There are lots of [[:File:Shot4BG0.png|bodies in the background]] of the lower portions of Absu (presumably where the note refers to ''prisons''). It's likely most of the [[Sudran (Race)|Sudran people]] were killed by [[Pathogen|the plague]], but some of them may have mutated into these creatures. The file name for the graphic of the [[Brown Ghoul]] is ''Mutant''. But we're not explicitly told that is possible, so it's just speculation.
