It's hard to say from just that, but it's not actually the only indication that the Sudran might be human...

When Trace confronts Athetos at the end, the latter says: "''The loss of a single people against the whole of humanity ... how else could I choose?''" This makes it clear that the Sudran people, at the very least, is just a part of their race.

The skeleton piles and the ghouls are also very human like in appearance.
