It's hard to tell since the Notes aren't signed, but we can extrapolate from in-game clues.

When Elsenova speaks English, it's in halted phrases, sometimes leaving out articles. The Vykhya Notes are interesting in that they are perfectly translated, showing us the Rusalka [[Vykhya Translation (Note)|speak Vykhya as their Native language]], and thus any "accents" should be gone, leaving only their personality or "style" of writing.

I think it's likely that Elsenova wrote [[Athetos (Note)]] ("he thinks I'm dead": when we found her, she was near dead), and this is written in a sort-of "matter-of-fact", straightforward style that matches Elsenova's in-game personality. Veruska tends to speak English in a haughty, fanciful manner, so we could assume she speaks Vykhya in a similar way. Also, since these 2 notes are about Ophelia, we can rule her out as either Author. Reading "The Outsider" and then "Reply", it seems the first is matter-of-fact and the second is more fanciful.
