That is one possibility. There are lots of bodies in the background of the lower portions of Absu (presumably where the note refers to prisons). It's likely most of the Sudran people were killed by the plague, but some of them may have mutated into these creatures. The file name for the graphic of the Brown Ghoul is Mutant. But we're not explicitly told that is possible, so it's just speculation.
