Adding onto what KosnIre said, Veruska has also been referred to in other sources as 'dangerous' and possessing the ability to kill other Rusalki ("Or if you really wish for her to die, let me kill her properly."). Thus her being potentially tasked with killing Ophelia makes sense; and the somewhat threatening let her be mine? that comes at the end of this note emphasises the danger and possible sadistic tendencies which are most closely linked with Veruska than any other Rusalka.
