Several steps necessary to view the sprite sheets:

Download fez_unpacker.zip from this thread:

Use XNBDecomp.exe from that archive to batch-decompress the .xmb files from this directory:

\SteamLibrary\steamapps\common\Axiom Verge\Content\Art\Sprites\Packed\

Download Tile Molester:

http://www.zophar.net/utilities/graphutil/tile-molester.html

Load a decompressed XMB and use the following settings to view the sheet:

View -> Codec -> 32bpp ABGR (8888)

View -> Mode -> 2-Dimensional

Navigate -> Go to... -> Offset 000000BB (colors should appear correct now)

Use Increase Width button until picture is aligned correctly (large sheets are 128 tiles wide) and Increase Height button to get the whole sheet viewable.

If all went well you see the sprites properly:
