In other words, I don't think that note is a reference to when any rusalka visited Earth, but rather a language reference. "English, thought long ago succumbed to evolution's merciless, twisting lever, seems to be with us once again." Prior to meeting Ophelia, the other rusalki had minimal knowledge of English. "The quick brown fox jumped over the lazy sleeping dog." is also a language reference, it started seeing use as typing practise in the late 19th century.
