In other words, I don't think that note is a reference to when any rusalka visited Earth, but rather a language reference.
I read this before, but I didn't really understand it. It makes sense to me now. The Note doesn't mean the Rusalki had contact with Queen Elizabeth literally. It means they find it unusual that Ophelia speaks English!
