In his retrospective video , the Phawx brings up another character named Drushka who appears in 2 Notes, The_Outsider and (Note) Letter. He concludes this to be another Rusalka who is a double-agent and that she may have foiled Plan A. I hesitate to jump to this though, since we have so little evidence aside from the fact that her name sounds like a Rusalka name.
